The Guild Hall offers less explorational value compared to the former two Guild Halls and has a more compact, but very detailed architectural design. The theme in this Guild Hall is similar to the one found in the Domain of Vabbi explorable map.
I've never tried to buy a decoration w/o repping any guild; could it be possible that the transaction didn't go through since the item wouldn't have been allocated towards any guild? But if the transaction DID go through, I would recommend submitting a support ticket explaining your situation.

Other options are adding it to the Basic Magnetite Exchange Operative in LA's Aerodrome instead of Guild Decoration Trader or for the exchange itself, another option is 1 silver, 5 silver or 10 silver for a trophy piece instead; though I prefer the 1:1 Trophy:Magnetite Shard/Gaeting Crystal suggestion personally.
