I finally got around to making the Twilight Forest portal but it's not activating. I started off with a mod flower that was tagged correctly, but switched it to vanilla flowers and then to poppies and dandelions. It is all full blocks of dirt/grass and I've tried a 2x2 and 3x3 hole, both 1 block deep with source water blocks across the whole thing.

The frame is made out of Grass, Dirt, Podzol, Mycelium, etc. 2.) On top of the grass are flowers, mushrooms, leaves, plants, etc. 3.) The frame must be completely filled with water.
